K ours are restricted and need access cards or by security clearance for visitors. How do I find facts about this? I have the road information but I can’t find information if it’s private property we don’t need the f endorsement or w,t,r.

Hi, can any1 help please. What’s classed as a road? And when does f endorsement come into play?
Work will pay for my endorsements to be put on my license but they’re saying we don’t need it on our license. They’ve done it in the past but not for a few of us now.

It’s a port that is fenced off. Has 3 entrances/exits.
People from other companies come through the gates all the time. I thought it was classed as a public road but this is works response.
